课程简介
公共政策与公共管理课程以公共部门（public sectors）管理问题的解决为核心，融合政治学与行政学、工商管理等多种学科相关的知识和方法，形成了新的公共部门管理的知识框架，适应了当代公共部门管理实践发展的迫切需要。公共政策与公共管理学科的发展，最初是为了适应政府部门及公务员提升决策和执行能力的需要而发展起来的。公共政策学的发展趋势在相当程度上影响着公共管理学科的发展和研究方向。以公共政策学为代表的公共管理学科群自20世纪80年代在中国兴起之后，也获得了良好的发展机遇，发展十分迅速。
通过本课程的学习，使学生明确全球化时代的“新公共管理”与公共政策特征；掌握基本的公共政策知识和技能；提高从事国际公共管理的执行力，为政策制定相关工作打基础。

Course Description
“Public Policy” is a senior fundamental major course in Public Management, and the most challenging and demanding course which integrates all the relevant basic subjects as well as all the basic knowledge and skills of PM, and which is highly difficult to be put into practice. Nowadays, public policy has developed into a prerequisite for senior student, and has become a relatively independent research field of great significance as well as the most challenging practice field.
Through this course, students will be able to master the rudiments, basic methods and skills of public policy, have a strong awareness of crisis, form correct crisis management concepts, and grasp scientific crisis management strategies and running modes. Their proficiency in such practical crisis managing tasks as preventing, predicting, handling properly, and rebuilding, will get enhanced.
